Urban land supplies spacious room to city's development and it is the carrier of city's construction, development and other socioeconomic activities. At present, as one absolutely necessary natural resource, asset and yielding resource, urban land is concerned with socioeconomic activities more frequently. With the reform of land paid use system and the development of socialist economy in China, there come forth the phenomena that land exploiture is out of control and land price is inordinate. In the mean time, some badass plays market with land so that our country's tax on land is wasted largely. Launching research of dynamic monitoring on urban land price is simple and convenient, and we can know dynamic change on urban municipal area in time in a short period. Research about dynamic monitoring on urban land price will support relative reference information to urban layout and government's decision-making, live up to"use first-rate land suitably and use low-grade land subtly". In a word, it can make efficient use of land and normalize land market further.Taking the city's concrete lots as the monitoring objects, dynamic monitoring on urban land price is a real-time process that updates urban land price in some dynamic period. It includs the setting-up of the land price monitoring points, the collection, calculation, analysis and application of the data about land price monitoring points. This article commences studying from the characteristics of common information system on those aspects related to the theory of the dynamic monitoring information system of urban land price and system design according to Regulations for Dynamic Monitoring on Urban Land Price (2007-05-21). The system design includes the analysis of system requirements and feasibility, function design, data structure and database design and so on. The System integrates relative technology of GIS, SQLServer Database, and VC++ programming language based on customized development platform of MAPGIS software.The technical route of this article is: Set up land price monitoring points, collect land price and relative land data in different grade, in different district, in different land type of monitoring urban prefecture with evaluating and other methods. Investigate and observe the actuality of land price, firstly compute all land price monitoring points'raw price (the price computed not in the condition of uniform meaning of land price) with different method, secondly take turns to modify the raw price in forms of use year, exchange date, plot ratio, exploiture grade and get the basic standard land price (the price computed in the condition of uniform meaning of land price), thirdly computed land price index in the form of year, land type, grade, district based on the basic standard land price., finally analyze land price resorting to graph and histogram at, make a simple evaluation and estimation on land price of monitoring city.This article initially accomplishes some operational functions, such as map display and operation, collection of land price monitoring points'data, calculation and query of monitoring points'standard land price and land price index, analysis of land price and so on. Taking Jiaozuo city of Henan province for example, the article introduces the competed functions of the system.
