The relationships among sectors of supply chain become closer and more complicated, under the conditions of globalization of trade, integration of SCM(Supply Chain Management), individuation of industry, and diversity of customer demand. Hence, the SM(Supply Management) and CRM(Customer Relation Management) become hotspots of the 21st century in the area of company management and in the area of information technology application. Since 1960s, concept of supply relation has undergone periods of competition opponent, cooperation partnership and strategic collaboration. Instead of traditional transaction relation, the supply relation is regarded as integrated partnership by now. The world business mode shows development trend while systematic theories of SM are being gradually formed.With the rapid development of the modernization process of the army, not only the amounts of military material increased, but quality developed. Thus, many modern management methods are adopted in the area, such as zero-inventory management, just-in-time production and lean logistic-technique. In order to adapt to the changing environment, military buyers are now improving cooperation levels with suppliers through agreements and are building new win-win oriented mechanism with loose-net mode. Each part utilizes advantages from the other to compensate for their own weakness, share risks, and make joint efforts. But the relationship between buyer and seller in the field of military materials is different from the productive process and collaboration relation between companies, and it is also different from common army-civilian relations. It is a relationship based on finished products sold for specific groups which is the highest level among supply relations that ensures the army is well supplied in time. Since researches are just started in both military and unmilitary area on SM and are quite limited on strategic partnership among suppliers, it is meaningful doing researches on strategic partnership relation with suppliers of military material. By doing this, can research scope of SM be enlarged and quality of military material purchased be advanced.With viewpoints from a grass roots purchasing organization, an introduction is given at first about the background of strategic partnership between buyers and sellers in both military and unmilitary area.
