Being the executive of an enterprise, middle-rank cadres are the axis of the operation and management of the enterprise, the centralist human resource, and the key element of the fulfillment of the strategic target of the enterprise. Being an important part of human resource management in a enterprise, performance appraisal aims at the target of the management, makes use of a set of consistent systematic norms, procedures and method to appraise the employees'work, and combines the result with other human resources to carry forward the target of the management. Therefore, to design a set of middle-rank cadres'performance appraisal plan, which can be used in practice in the enterprise, has great significance in improving the performance of middle-rank cadres , advancing the central competitiveness and promoting the fulfilling of the strategic of the enterprise.According to the method of performance appraisal and based on the concise investigation of general conditions of Lanzhou Power Supply Company, middle-rank cadres and current appraisal project of Lanzhou Power Supply Company, the author searches out six problems in the performance appraisal of Lanzhou Power Supply Company, which are that the appraisal system is not sound; the appraisal target is not explicit; he appraisal approach is too simple; the communication with the middle-rank cadres is not enough; the appraisal result is not fully used; and the appraisal information is lack of enough channels. To solve the problems above, this paper puts forward six principles and six goals to improve the performance appraisal project. Meanwhile, contrasting with the advanced principles and goals, the paper sets up the annual and quarter performance appraisal model and promotation and selection model, builds up a whole middle-rank cadres'performance appraisal system which concludes 21 items about working feats, 5 items about working attitude, 4 items about working behavior and 7 items about working ability, bring in the method of management by objective, 360o appraisal method, paired comparison method and factor comparison method, explicates the basic procedure of appraisal, builds up a healthy performance feedback and communicating system, widens the practice approach of the appraisal result, and fulfills the advancing design of the assessment of the middle-rank cadres'performance of Lanzhou Power Supply Company.
