As China joins WTO, domestic petroleum market will face a more directly and strongly international competition. The annexation and reformation tide of international petroleum industry in 1998 brings large pressure to our petroleum industry. Reorganization and system reform has been become the necessary way to solve the profound problems during the state-owned enterprise changes the operating mechanism. Because of its feasibility and effectiveness, strategic management and organization adjustment have received a lot of concerns from entrepreneurs and managing experts day by day, and be putted in an important position by more and more enterprises. The enterprise resource can be distributed and used more reasonable and the enterprise can get great success in the complex competition environment through the strategist operating the enterprise plan and the matching organization.This article analyses the reorganization model selection of Changqing Petroleum Exploration Bureau (CPEB) based on the basic principle and method of organization and the reality of CPEB. First, this article puts forward the reorganization's basic principle and orientation of CPEB by using SWOT analysis method analyzing inner and outer environments of CPEB and living examples of foreign oil company. Second, the author explains the basic theory of enterprise property and its relationship with the market, the creating, development and organization form of modern enterprise and its organization structure, and forms the theory basic of this article. Last, this article raises the organization structure model and operating orientation for CPEB through locating and analyzing CPEB and its subordinate units.
