As is known to all that the telecommunication industry is one of the most important public-ownd basic industry in our country, yet it has begun meeting with increasingly intensive and complicated market competition since the breaking of its monopoly and China's entry into the WTO. This results in a change of balance between demand and supply, which in turn leads to a change in the customer's demand. Under such circumstances, it is of urgent need to carry out research into how to establish a customer-centred system to maintain network operation so as to strengthen the telecommunication company's core competitiveness in a new era.This thesis took Lanzhou Mobile Company (LMC hereinafter) as a case and focused its research on the company's network operation maintenance system, and by an analysis of LMC's present situation and future development trend in network operation maintenance system, it concluded that the center of telecommunication company's work is a three-phase evolution, evolving from"network"to"market"and eventually to"service". On this basis it argues that the traditional"network-centred"and"market-centred"hierarchical management systems are the major factors that exert negative influence on LMC's network operation maintenance system. To truly solve this problem, an effective way for LMC is to switch its current flow management pattern to"customer-centred"business flow. Accordingly the thesis got a tentative idea for LMC, that is, to conduct constsnt innovation of flow management in a stage-by-stage and hierarchical way, which can be realized by such a methodology model as was designed in this thesis. The key to flow management innovation is to promote it step by step in a comprehensive way, with business flow as the center, adjustment of organizational structure as the prerequisite, rational arrangement of operation mechanism as the guarantee, completion of information platform as the means, and cultivation of enterprise culture as the foundation. The methodological system mainly consists of the methodology model for flowmanagement and critia for flow standardization and principles of flow integration. The essence of flow management is to realize"customer-centred"management and the key to successful flow management is to establish an organizational mechanism and a methodological system which enable a cyclic and sustainable flow integration. As the effect of innovation of enterprise management is difficult to appraise in a quantitative manner, the thesis applied AHP and fuzzy comprehensive appraisal to the designing of a comprehensive appraisal system for LMC to appraise the management effect. These above-mentioned argument and methodology are proved to be effective and practical by LMC's actual implementation of flow management innovation in network operation maintenance system.
