In the era of knowledge economy, the market competition depend on the competition of human resource other than material resource.How to find management technology which could develop the potential of employee, encourage their the ability and exert their intellectual are the key point of human resource management. The performance assessment plays the key role in the human resource management whether the recruit, training or the job position adjustment, salary distribution all depend on performance assessment. The performance assessment and management are edge tool for increasing the competitive advantage of the enterprise.This dissertation provides a comprehensive review of performance assessment and management theory, and a case study of XY engineering Ltd. The case study pays attention to collection of research information. By means of survey research method, the problems of performance assessment system in XY engineering Ltd are explored and analyzed, and the weight of indicators are settled. The different research methods were used in this dissertation, and the object management method is the most important, in additional to 360 degree assessment and key events method, this complement method guarantee the assessment of employee thoroughly and objectively. The assessment object in this research are those middle management employees and technology management employees, and the design of performance assessment emphasize that the employee assessment should combine with project management and control phase, and the key indictors of assessment derivative from the focal point during the program control, all of which are based on scientific analysis of job and job process, in according to the characterizes of engineering companies and task of job position. In operation process, all the selection of key performance indictors and ability indictors are according to job analysis and position description. The simple level analyses combined with experiential analysis are used to settle down the weight of indictors and quantization of indictors in order to reduce effectively the subjective factors by appraiser during the evaluation process. The research in this dissertation introduces the performance feedback and performance improvement in order to increase the satisfaction of employee during the assessment process, which guarantees the effective operation of assessment system. The assessment indictors and weight assignment of indictors are the focal point in this dissertation.The main object of this dissertation is to design a set of scientific and rational performanceassessment system as the tool of effective management, solve the problem in current assessment process, encourage employee's passion and innovation ability, increase the organization efficiency, promote employee self-realization and make company build to last, realize win-win.
