The main goal of economic reform in China is adjusting economic structure and steady growth. The key of economic structural adjustment is the development of using technology to transform traditional industries and encouraging high-tech enterprises. The medical equipment industry is one of the most potential high-tech area. The source of high-tech enterprise innovation ability is its own R&D team and performance evaluation system plays an important role in better utilization of the human resources which enforce its R&D team’s energy and creativity in high-tech enterprises. YTGS is an independent high-tech medical equipment enterprises which has the core technology, therefor the re-design evaluation system for YTGS R&D staff performance appraisal and problem analysis if of great importance.This paper takes the YTGS R&D department staff performance appraisal as the research object, using the basic theory of modern performance appraisal and conducts a comprehensive and systematic analysis on the performance appraisal situation of the R&D department. Focusing on the main problems existing in the corporate performance appraisa construct a complete performance appraisal system by the integrated use of object management, based on the theory of the balanced scorecard, combined with team evaluation and individual evaluation, which also including two aspects of the implementation and security assessment. The research of this article has great benefits on the improvement of employee performance, improve the R&D department management level, realize the strategic target of the R&D department. The research has also important practical significance for the research and development department, laying a preliminary foundation for the next step to promote the reasonable performance appraisal and helps small and medium sized high tech enterprises finding and establishing a suitable and practical performance appraisal method, providing some reference for these enterprises to carry on the reform of performance appraisal.
