At knowledgeable economy age,Strategic resource that the enterprise mostly has is the knowledge and the carrier of the knowledge—knowledgeable employee. Whether effectively managage and use this strategic resources fully is the key of the enterprise success. The enterprise must carry on organization transformation and system innovation correspondingly ,in order to create performance management system that can effectively manage the knowledge employee. But the present majority enterprises still could not get rid of the traditional personnel management pattern, for the lack of understanding of the knowledgeable employee, it equates them with the manual laborer, excessively depend upon the mechanical management form such as the monitoring, the instruction, the order and etc,which has limited the knowledge employees' individuality and creativity display to a great extent.
