The urban planning is not only a subject, but also is a government function and a social activity. As a subject, the urban planning first is a scientific production; as a government function, the urban planning must have the character of public policy; as a social activity, it must have the maneuverability. The urban planning includes the planning compilation and the planning implementation. The planning formulation is to form a gist system of planning implementation which based on the forecast of development and the research on planning. The aim is to lead a city to develop according to the human mentality. The implementation of the planning is the course and result of dispersive exploitation of item to achieve or departure the formulated planning by the administrative course, the aim of which is to accelerate the development of city.The urban planning is thought to be a professional action of technique characters, the main function is to arrange the physical environment and area character with the instruction of government. The origins of the idea is the idea of determinism of physical environment and the understanding of social development eternally, which makes the master urban planning only a technical action. The choice of city renewal and construction refers to every social complicated relation. So the significance of urban planning is its implementation, only through which, could intentions and contents of urban planning be achieved comprehensively and could urban planning be effective.However it is well-known that urban planning is difficult to be implemented.
