| With the rapid development of social economy,urban landscape changes with each passing day,and in recent years the implementation of urban and rural planning reached more and more attention from the government and urban-planning-academic.Urban and rural planning is the leader of a city's development,because the city's urban and rural construction activities should be carried out in accordance with the planning.The implementation of urban and rural planning is to make the planning come true,while a scientific and rational development and implementation of urban and rural planning can guide and control the urban construction in rule,which influences the people's fundamental interests,influences the city's future development in a overall situation,and influences the harmony and stability of economic and social development.The way to make the implementation of urban and rural planning smooth,in order to achieve the desired objectives and effects,is the direction of the city government and each planner.This paper first summarizes the main contents of the implementation of urban and rural planning from four aspects:the basis,purpose,principle and mechanism.By taking Fushun as an example,this paper analyzes the problems and what causes them in the implementation of urban and rural planning,After analyzing the relevant literatures on the implementation of urban and rural planning in China and taking the actual situation in Fushun into situation,we try to construct the"compilation-implementation-feedback"system about urban and rural planning from the aspects of compiling system,legal system,system mechanism,supervision and inspection,assessment and feedback and so on,for the willing to provide some useful guiding and suggestions for the management of urban and rural planning in Fushun.It is hoped that through the study,we will provide a scientific and reasonable working mechanism for similar cities and improve the management level of urban and rural planning in a better way. |
