Along with the rapid urbanization, city development demanded moreand more land. Nowadays, both environment and foods security in Chinahave been threatened by the vast demands for construction land. As theurban land was the foundation of urban social and economic development,the efficient of urban land use createed different economic, social andenvironmental benefits. Both for the protecting cultivated land and thesustainable development of the city, the urban land intensive use was soimportant in cities.In this research, we have discussed the background, thepurpose, themeaning of the urban land intensive use and expounded the definition ofthe urban land intensive use and summarized the study on the theory bothhome and abroad. Then we used Changde city as an example andanalyzed its present structures and intensive level of land use. Withentropy method, the economic efficient of land use both input and outputhave been studied. The results showed that the present structure of landuse was reasonable in Changde, and its economic efficient of land usebelonged to the third class which was at the middle level in Hunanprovince. But there were lots of problems with land use in the city. Suchas expansion of urban land was too rapidly, the placement of urban landwas chaotic, the input and output of land was asymmetric and theinvestment on land was not enough.Considered the development and the present land use in Jiangbei,Jiangnan and Deshan District, we set up an index system of the urbanland intensive use which could fit to the three districts in Changde. Theweights of the index were established by using Analytic HierarchyProcess and the potential of urban land intensive use was evaluated byusing multi-factor synthetic evaluation;. We found that the potential indexof urban land intensive use are 57.82 (Jiangbei), 58.98(Jiangnan) and69.05(Deshan). That represented that the Jiangbei's land which has beenintensively explored was the best, followed by the Jiangnan andDeshan. In the opposite, the Deshan District's land use potential was the best, then the Jiangnan and the Jiangbei. Based on that, further study hasgiven ways to exploit the potential in each district. For example, slowingdown the stretch speed of urban area and exploring the existing urbanland could achieve the best of land intensive use in the Jiangbei district.The Jiangnan district could adjust the ratio of the lands, reform theplacement of the lands and ameliorate the investment circumstances toachieve the goal of improving the land potential. It can use thehigh-technology, raise the labor productivity, enhance the ability ofconverting the input to output for Deshan district to improve the level ofland intensive use.
