Recent years the policy documents concerning on real estate have been released successively. They set higher requirement for enterprises'integration of resource. However, it is common that low enterprise resource concentration, weak risk resistibility, insufficient fund, lacking long-term strategy, and weak competition ability in China's real estate industry. These disadvantages become the bottle-neck for developing a vigorous real estate industry in China. For surviving and developing, many real estate enterprises have been finding strategic partners. This strategic alliance can bring more competition ability and advantages.In this article, first, based on the characteristic of real estate, the theory of strategic alliance in real estate industry will be discussed, according to literature of China and oversea. In the process of forming an effective strategic alliance, a resource-assessing method is set up, including the approach of build-up resource, analysis of resource shortage, and definition of strategic alliance types, by the resource-based theory. Second, the motivation and risks of strategic alliance will be analyzed. Then the condition of forming a strategic alliance and methods of minimizing risks will be provided. By fuzzy comprehensive evaluation method, a decision-making system is set up for choosing strategic partners. Last, from analyzing of real world strategic alliance of China, characteristics and problems are discussed. In addition, by the case study of strategic alliance between two real estate firms, Tianjin Taida and Beijing Wantong, the practicability of strategic decision-making system will be validated.
