Cultural heritage tourism has developed rapidly in recent years. World Cultural Heritage sites attract many tourists with their special fascination. However, in the process of developing tourism, World Cultural Heritage sites are confronted with the contradiction between popular culture and World Cultural Heritage's elegant culture and the contradiction between the development and conservation of World Cultural Heritage. In view of this, this article discusses how to resolve these two contradictions in order to realize sustainable tourism development of World Cultural Heritage from the angle of tourists'interpretation system.The paper explains the concepts of cultural heritage, tourists'interpretation, tourists'interpretation system of World Cultural Heritage sites etc. based on the review of domestic and foreign studies on heritage interpretation. And the author systematically discusses tourists'interpretation system of World Cultural Heritage sites utilizing tourist psychology, tourist consumption decision-making theory, communication science and sustainable tourism theory. The article proposes and analyzes RPMR(tourist interpretation resources, tourist interpretation provisions, tourist interpretation media, tourist interpretation receivers) structural pattern of tourists'interpretation system of World Cultural Heritage sites. It studies the constructing mechanism of tourists'interpretation system of World Cultural Heritage sites. This paper illustrates the view that tourists'interpretation system of World Cultural Heritage sites is the important guarantee of sustainable tourism development of World Cultural Heritage sites. The author points out that tourists'interpretation system of World Cultural Heritage sites is beneficial to improve tourists'experience equality and management and conservation of World Cultural Heritage sites. Finally, the article carries out a case study for tourists'interpretation system of Xiao Ling Tomb of The Ming Dynasty, pointing out the issues of its tourists'interpretation system and proposing suggestions.
