| Technical innovation is an important source of competitive advantage as well as a approach to change the mode of economic increase. The old industrial base of Hubei was the strut of Hubei's economy and made significant contribution to Hubei's economy. However, because the technical innovation of old industrial base is restrained by institution and national/international circumstances, there are still problems, for instance, lack of innovative motivation, deficiency of innovative investment, outmoded technical equipment, unsound motivation mechanisms, unsteady research team etc. This caused that the technical innovative ability of old industrial base is relatively weak, and the products lack competitiveness; it also caused that economic increase mainly depends on extensive economic increase mode by increasing input. To change this situation, a new technical innovation mechanism needs to be established, a new background in favor of technical innovation needs to be setup, and the ability of technical innovation needs to be enhanced.With reference of other old industrial base some active method for improving technical innovative ability, this paper systematically studies the status and characteristics of Hubei old industrial base, and brings forward strategies and measures of improve the technical innovative and hopefully can offer beneficial reference for enhancing the innovation ability of Hubei old industrial base.The first part introduces the technical innovative theory, the development status of the study both domestic and abroad, and illustrates the purpose and significance of the study.The second part focuses on the status quo of Hubei old industrial base, especially the case of WuHan steel company to discuss the achievement of its technical innovation.The third part contrasts technical innovation outgrowth as well as deficiency of other old industrial base both domestic and abroad and analyzes its inherent causality and measures taken to improve the innovative ability. |
