After years of rapid growth,China's economy has entered a stage of shifting and changing the mode of development.Technological in various industries has also experienced from the imitation,the introduction of digestion and absorption with independent research and development of multiple stages,but in addition to a few industries which into the forefront of the world,most of the industry is still in the process of catching up.In the background of knowledge economy,innovation has become an important driving force for the sustainable development of various countries and regions.The "China Manufacturing 2025","13th Five-Year" National Science and Technology Innovation Plan promulgated by the Chinese government is the focus of the country's scientific and technological innovation Planning,is China's entry into the ranks of innovative countries action guide.High-tech industry plays a key rolen in China's economic transformation and upgrading.With the external environment and competition intensified,innovation has not only a discipline,a single company to carry out,and now the innovation requires a variety of multi-disciplinary knowledge and technology,the need for multiple innovation to complete the main body,but also need a good external Environment,that is,regional and national innovation system(RIS)support.As an important part of the regional innovation and innovation system theory,the industrial knowledge base constitutes the current innovation environment,based on the innovation of the elements of the cluster and the application of innovative systems,is the improvement of the theory of innovation.Today,China needs to understand and enhance the industrial knowledge base urgently so it can improve innovation efficiency,support national industrial upgrading,innovation and development,accelerate the transformation of China's economy.This paper takes the high-tech industry as an example,starts from the theory of industrial knowledge,puts forward the theoretical hypothesis and model construction,evaluates the knowledge base of China's high-tech industry,and studies the impact of China's high-tech industry knowledge base on industrial innovation performance,And the impact of key industries were analyzed,and finally put forward the new environment of industrial knowledge to promote industrial innovation policy recommendations.The main research work and innovations are as follows:It is a set of index system to analyze the variables that affect the innovation of high technology industry and construct a set of index system for measuring the knowledge base of industry.It can measure the innovation of industry in a region,which is a supplement to the regional innovation system.Secondly,the knowledge base of high-tech industry innovation industry is further analyzed according to the characteristics of each variable,which are divided into three categories:industrial knowledge base stock,industry knowledge flow and company basic knowledge.Found that high-tech industry innovation in the industrial knowledge of all aspects of the rapid progress in the sample period,high-tech enterprises sustained and stable development,and maintain the main reason for high growth.We found that in the initial industry knowledge base stock,industry knowledge flow and the company's basic knowledge of three categories of variable funds and other inputs roughly the same,but the growth of industrial knowledge base stocks is significantly higher than the other two variables,the latter part of the innovation in the knowledge base Patent inventions are less than normal,of which the number of national patents is less,the number of regional R&D institutions is relatively small;industry knowledge base traffic contribution to innovation after 2008 is low,especially in the technology digestion,absorption of inputs obvious.Based on the established high-tech industry innovation model,this paper makes an empirical research and comparative analysis on the innovation performance of high-tech industry by the three types of variables of industrial knowledge base and each sub-variable.This paper chooses clustering analysis methods and multiple regression analysis and other empirical methods to study.Explain the close relationship between knowledge base and innovation performance of China's high-tech industry industry from the industrial level.Found that scientific and technological activities,scientific and technological activities in the proportion of scientists and engineers such as industry knowledge base variable is the sample during the promotion of China's high-tech industry development and innovation of the main source,but in the industry knowledge of the absorption and diffusion of some variables such as the introduction of funds and the absorption of funds Restricting the further development of independent innovation capability of high-tech industry.This paper discusses the difference of industrial knowledge base of different high-tech sub-sectors,discusses the basic mechanism and function of knowledge base which affects industry innovation,and further analyzes the different roles and influences of internal variables of industrial knowledge base.Through the study we found that the scientific and technological activities to raise the amount of funds in the enterprise funds,internal and external expenditure of science and technology funds,science and technology funds within the expenditure of equipment and enterprise R&D institutions,the four variables effectively promote the electronic and communications equipment manufacturing and electronic computer and office equipment manufacturing The sales of new products in the two industries of the industry increased;in the aerospace manufacturing industry is the activities of science and technology personnel and product development expenses to promote the growth of new product sales revenue,but the R&D internal expenses have a certain inhibitory effect;and in the electronic and communications equipment manufacturing Industry science and technology activities staff on the growth of new product sales growth constraints,scientific and technological activities in the role of scientists and engineers is a positive impetus;medical equipment and instrumentation manufacturing industry is R&D staff full-time equivalent of this variable to promote its new product sales revenue increase.The paper analyzes the influence of the knowledge base of high-tech industry on the performance of industrial innovation,and compares the change of industrial knowledge base in the innovation of high-tech industry to the innovation performance of the four high-tech industry subordinates in addition to the electronic and communication equipment manufacturing industry Industry knowledge base has a positive effect on the patent has been found,not found on the other three sub-sectors.It shows that the knowledge base of the innovation industry in the early stage of the high-tech industry is still relatively weak,and the contribution of the new product sales income to the basic knowledge of the sub-industry industry is different.The electronic and communication equipment manufacturing industry and the industrial knowledge of the computer and office equipment industry Traffic and the company's basic knowledge to contribute more,aerospace manufacturing and medical equipment and instrumentation industry in the industry knowledge flow-related variables have a certain role in promoting,in addition to aerospace manufacturing,the other three industry industry knowledge base assets related to the variable New product sales revenue contribution is small.There is a close relationship between the size of the firm,the intensity of intellectual property protection and the innovation knowledge base,and the differences in knowledge based on the differences between the knowledge base variables and innovation performance are different.
