The primary conclusions as follows:The main characteristics of the present poor condition in the area along the Yellow River of Yan'an Prefecture are which the cash income is lowlihead, the infrastructure is fragile, the industrial development falls behind and person and family animal drinking is difficulty.The poor reasons in the area along the Yellow River of Yan'an Prefecture represent mainly historical factor, geographical factor, climatic factor, policy factor and farmer factor by themselves.Main countermeasure for poverty alleviation and development in the area along Yellow River of Yan'an Prefecture as fellows: widening financing methods is to establish the foundation for poverty alleviation and development, speeding the infrastructural construction is to improve the working and living environment, enlarging and bettering the local and special industry is to increase farmer income by all manners, doing emigrating and immigrating well is to utilize reasonably the natural and man-power resources, quickening man-power transportation and output is to widen employment opportunity, training the farmer at large is to heighten worker quality, lighten the farmer burden is to increase the poor family income and to decrease them payout. All measures and methods above mentioned make the people living the area along Yellow River's bank of Yan'an Prefecture live well-off living at large.The foreground and outlook for poverty alleviation and development in the area along Yellow River of Yan'an Prefecture do mainly appear which the farmer income obviously increases, the working and living environment notedly changes, the industrial development benefit is obvious and comprehensive characters of the farmer heighten.
