Research Of Tourism Poverty Alleviation Effect

Poverty is one of the important problems hindering the development of the human world. China as the biggest developing country in the world, poverty is particularly acute. To seek the effective measures to alleviate poverty has become the top issue during development process. Regional tourism development has significantly promoted the economic and social development, tourism development as emerging pattern of poverty alleviation has caused the wide attention of both at domestic and abroad. Researching on tourism poverty alleviation effect is crucial to the development pattern of innovative tourism poverty alleviation.This paper divided the poor reasons into four categories: lack of rights realization,lack of local resources, weak economic foundation and out-dated concepts and invented tourism poverty alleviation effect evaluation index system: the right implementation, resources compensation degrees, the degree of economic foundation strength, ideological concept progress degree.Based on the Yellow River stone forest scenic area as the study area, this paper used the peasant household survey data and adopted the fuzzy comprehensive evaluation method to research the tourism poverty alleviation effect on qualitative and quantitative analysis.The structure of qualitative analysis combined with field investigation results first, results show that the tourism development of local plays an important role in the development. Local villagers are not involved in the scenic area development and planning, but they get economic interests, ngos, to participate in employment and sketch the right of operating are fully guaranteed; tourism also makes up for the local land resources shortage, labor excess loss, lack of education and training, information dissemination lag issues. However, problems still exist, such as the villagers failed to attend to formal decisions, compulsory education and vocational training levels drop,the neighborhood contradiction are caused by economic interests and unhealthy competitiveness thoughts, the gap between rich and poor are widening.Result shows that the tourism development of local plays a vital role in the development and the tourism poverty alleviation comprehension effect value is3.7341. Local villagers are not involved in the scenic area development and planning,but their rights of getting economic interests,organising ngos, participating inemployment and the right of operating are fully guaranteed and the right achievement degree is 3.6007. Tourism also makes up for the local land resources shortage, labor excess loss, lack of education and training, information dissemination lag issues and the resources compensation degree is 3.4506. Local infrastructure construction einforcement such as transportation condition, income level improvement, income channels enrichment, and competitiveness improvement of agricultural products closely linked to tourism development and the economic foundation reinforcement degree is 3.9814. In addition, local villagers’ ideas have a sea change and the ideas progress degree is 3.6491. However, problems still exist, such as the villagers failed to attend to formal decisions, compulsory education and vocational training levels are dropping, the neighborhood contradiction are caused by economic interests and unhealthy competitiveness thoughts, the gap between rich and poor are widening.Based on these, article puts forward several policy suggestions to solve the problems of four different types.
