Xi "an Integrated Water Management Pattern To Build Research

Xian is one of the cities which most seriously lack of water. These years, as the plan of constructing economy region was put forward and the step of reforming Xian to internationalization big city is rapidly, the sub-sector model-based management of water affairs is not meet for the demands of economy development on public product. In order to establish the scientific and efficient mode of management, promotion of the establishment of reasonable and advanced water affairs management system and perfect public management system, furthermore, ensure those and economy, society, environment sustainable development in harmony. This paper in the base of expounded experiences on related research production at home and abroad, integrated with the actual Xian, which adopt paper research, system analysis, concluded, reasoning and illation to research the status and defects of water affairs management system in Xian.First, this paper on the base of five factors:main body on management, privilege management, capital operation, market operation, guarantee condition, which involved in the water affairs integration management mode, analyse the advantages of integration management. Secondly, This paper illuminate the status and evaluate the defects of water affairs management system from the five facts in details in Xian, at the same time, then, it point out that carrying out water affairs integration management is the main outlet. Finally, on the base of analyzing the realistic foundation of reformation integrative management for water affairs in Xian, put forward the blue print of integrative management for water affairs in Xian which should be implemented from the keys as follow:main body on integration management, function divided of water affairs department, perfecting district legal system, capital operation, market operation, guarantee condition.
