The Assessment Of The Impact On China's Exports To US Due To The US Anti-dumping Measures To China

As the competitiveness of the China's exports increases, Chinese products have to face anti-dumping investigations frequently in all parts of the world. In recent decade, the number of anti-dumping measures to China's export has been ranked NO.1 in the world, which creates negative impacts to Chinese products in the oversee markets. The United States is the one of the largest countries regarding the number of anti-dumping cases to China's exports and the amount of trade concerned with these cases. In the year 2003, the cases of anti-dumping measures on Color TV and Wooden Bedroom Furniture have repercussions all over the country. The research on the US antidumping case to the China's exports will help Chinese government, associations and enterprises to respond the anti-dumping investigations, to decrease the possibility of trade disputes and create a more promising environment for Chinese exports in oversee markets. Since domestic research on US anti-dumping is considerably weak in its depth and width, government departments and enterprises concerned can not make policies scientifically. The goal of this article is to analyze the characteristic of US anti-dumping measures to the imports from China and discover the reasons by statistical comparing all anti-dumping cases from 1979 to 2005, especially the trade statistics of the imports after the Chinese accession into WTO. This article also assesses the impact scope of these cases by comparing the amount of the imports concerted from China with the total amount of trade to US from China. By comparing the amount of trade concerted before and after the anti-dumping measures, the article assesses and evaluates the effect of trade destruction at the result of these anti-dumping cases, which is the value for the effect of trade destruction under the anti-dumping measures. Case study is also involved in the article to analyze the main factors for the effect of the anti-dumping cases and prove the opinion above.The research shows that US anti-dumping measures have limited impacts on the US imports from China, since the amount of trade cornered or trade destruction value are relatively low, comparing with the total amount of trade from China to US.
