The Research On The Social Security Of Suzhou Land-loss Farmers

The progress of urbanization in our country is continuously expediting since 1980s.In order to satisfy the development of the city and the demand of fanning land for the non-agricultural construction, a large number of farming land has been commandeering one by one. Under the current system of the land expropriation, expropriating the land from farmers has changed the property of the ownership for the land. Obviously, the land is now owned by the country permanently instead of the collectivity.However, the compensation for the farmers is not in a high level, and the people can not maintain the intrinsic level of living, so that, lots of problems come into being, such as land-loss, unemployment, hard life and so on, and consequently, some other new social inconsistency and conflict will be aroused at any time. Under this background, this dissertation firstly analysis the practical condition of the land expropriation in our country and the land ownership in the countryside, then indicated that why the right's of the farmers who have lost the land has been damaged. The reason in this article covered several aspects, such as faultiness law system, not perspicuous of the property right of the people who have opposite benefit the drive of the benefit for the government and the unilateral pursuit for the political achievement. Nevertheless, the land ownership for the collectivity is in the situation of embarrassment, such as the vacancy of the main body in property right and the market, and the agency by agreement is bringing some other new problems. Secondly, under the theory of compensation for the land expropriation, the author analysis the lower standards of compensation academically, seek the method of measuring the expense of land compensation. In addition, the author emphasized the justice and sufficiency of compensation, so that the benefits of fanners can be ensured persistently.Thirdly, linking up the practice and theory of public finance, the author roundly analysis the enduring ability of social security system in the fund for the land-loss farmers and indicated the heavy burden of the cunent financial payout. And also, with the method of mathematic analysis, the author expatiate the inconsistency between finite income of financial land and infinity duty of social security for the land-loss farmers.
