| Nowadays, there are some phenomena gradually appears as the developement of urbanization, such as the number of Chinese peasants is increasingly more larger, and their incomes are very unstable. In addition, they usually live at a disadvantage, such as no-land, no-job, no-safeguard, and so on. Unfortunately, their productions, the living and children's schooling don't have enough supports. So the problems of social security system will became more serious and harder to society stabilization and economy development of China. How to properly resolve the peasants of the social security problem is not just academic issues, it is a reality problem that is based on the basic fairness and justice, national stability and sustainable economic development.First of all, the paper starts with analysis the resettlement of the current by considering the existing state about land-loss farmers. It is suggested that the compensation supplied according as present resettkement policies is insufficient to remedy the actual loss of land-loss farmers. Secondly, existing safeguard mode and problems are generalized and analysed, which is based on the analysis of the different models of the social security system for the land-loss farmers in Zhejiang province, Guangzhou and Chengdu. Thirdly, it is proved that the improvement of social security system for land-loss farmers is necessary and feasible to our country. The necessity of its improvement is discussed in view of some aspects, such as expected need of consumption for household, exacerbation of urbanization, obvious agedness of population, increase of social welfare, and so on. Furthermore, it is suggested that its improvement is also feasible by considering actual conditions of the domestic situation and international experience, and the chance has been basically mature. Finally, base on the analysis and sum-up, some rational proposals are made to improve the policy for land-loss farmers. From the view of establishing a "coverage of the social security of urban and rural residents social security system", therefore, land-loss farmers are particularly classified into some groups according to considering the progressive and durative of insurance items. As a results, the original famers are divided into "non-agricultural populatiaon" and current farmers, and they should be taked the urban social security system or the social security system in rural areas. In order to achieve all-sided security to land-loss farmers, the divided groups are classified by types of insurance once again. |
