A Study On Social Security System Of The Land-loss Farmers In Yangzhou City

With the development of economy and the acceleration of the urbanization and industrialization, a lot of agricultural lands are expropriated. On the one hand, it promotes the rapid development of national economy; On the other hand, it also produces a large number of land-loss farmers. Lands are farmers'lifeblood, once they are expropriated, it means farmers'sources of production and subsistence disappear. But because of city-town's dualistic system and lost-lands farmers'rights compensatory system, a lot of land-loss farmers have became the people who are"peasants without lands, workers without jobs, security without rights and entrepreneur without money".This paper explicates life, social security and employment statuses of land-loss farmers and expounds the reasons why the interests of land-loss farmers are damaged. Then this paper analyzes and compares domestic and foreign lost-lands farmers'security system, it also calculates the lands'Social Security value in Yangzhou according to the statistic data and local policies. In the end, this paper constructs the social security system of the land-loss farmers in Yangzhou and gives complementary measures to improve this system. This paper is divided into seven parts :Chapter one, introduction. This chapter explicates the research background, purpose and significance, domestic and foreign research. It also proposes the research ideas, the method of the paper and the places of the possible innovation.Chapter two, the related theories of the land-loss farmers'social security. This part elaborates the conceptions of land-loss farmers, the social security of land-loss farmers, lands expropriation and lands expropriation institution, then it explicates the related theories.Chapter three, the statuses of land-loss farmers in Jangwang Street of Yangzhou and the causes of the statuses. This part explicates life, social security and employment statuses of land-loss farmers in Yangzhou and expounds the reasons why the interests of land-loss farmers are damaged. It also analyzes the effectiveness of current resettlement of land-loss farmers.Chapter four, research on typical domestic and foreign lost-lands farmers'social security patterns. This part analyzes and compares domestic lost-lands farmers'social security system, such as Wuhu pattern, Chongqing pattern, and foreign countries'systems, such as America, Britain and Japan, then summarizes the lessons that we can draw from all these models on the construction of land-loss farmers'social security system.Chapter six, complementary measures to improve the lost-lands farmers'social security system in Yangzhou. The measures include reforming the household registration system, improving the legal mechanism of land-loss farmers'social security, reforming the land expropriation tax, strengthening the supervision and evaluation of the relevant government staff and the employment training on land-loss farmers.Chapter seven, conclusion.
