The developments of agriculturist, agriculture and rural economyare all benefit from the facilities, beside that, the farmland irrigation is related to foodsecurity,and it also can narrow the income gap between urban and rural areas.China’sreform and opening gave a big chance to the development of water conservation, butthe construction of farmland irrigation is neglected, because of its large investment,slow return.The government have no encouragement to do this work.The lack offarmland irrigation have given a negative effect to the rural economy.Yunnanprovince is a good example,it suffered substantial lose in severe droughts in recentyears although it has abundant water resourse,the major reson is that it has nosufficient irrigation facility.The central file and the conference of water conservation gave a emphasis on theconstruction of farmland irrigation last year.In the context of policy, this paper try toshow the present situation and the dilemma, analyse the stakeholder’s game, thegrowth mechanism of public finance,the agricultural people’s behavior and theinvestment from private department.
