With the rapid development of economic globalization and liberalization of international trade, tariffs and non-tariff barriers to the international trade have been weaken; technical barriers to trade (TBT) have become the main form of international barriers currently. Furthermore, TBT has been used as a new tool for trade protection by the European Union (EU) and other developed countries. Textile and garment is one of the main export products of China. Being a major trading partner, the EU is one of the main export markets for China textiles and garment. Therefore the study of EU TBT and its impact on China textile and garment is particularly important. How to deal with TBT has become an urgent issue.This paper attempts to analysis the case of China textile and garment exported to the EU by means of qualitative and quantitative methods, divides TBT into endogenous and exogenous TBT. The innovation of this paper is analysis about the impact of EU TBT on China export of Textile & Garment in endogenous and exogenous TBT. This paper believes that TBT has positive effects, but we must analysis the reasons and purposes of EU TBT calmly, deal with endogenous and exogenous TBT respectively. This paper sets up the point that to overcome the endogenous TBT by raising the level of science and technology, Meanwhile, for the exogenous TBT, we have to establish appropriate institutions to study, We should not only understand the rules, but actively participate in the formulation of these rules, so as to reduce the affect resulted from exogenous TBT on China's exports.This paper defines the concept of technical barriers to trade, and analyzes the major TBT of the EU in five aspects, then make analyzes of the economic effects of TBT by use of qualitative and quantitative methods; focusing on its impact on China textile and garment. Finally, this paper put forward the concrete measures to deal with endogenous and exogenous TBT respectively from two perspectives, the government and enterprises.The EU has implemented more and more TBT on products imported from China, resulting from our great losses, especially in textile and garment industry, and weakening competitiveness of export. TBT is sly and timely and has a multiplier effect. It is not only the enterprise's responsibility, but also the government's problem about elect which macroeconomic policy to overcome the impact of the EU TBT on China textile and garment. According to the formation reasons and purposes of TBT, we should deal with endogenous and exogenous TBT, due to technical reasons; endogenous TBT can play an objective role in science and technology development. Therefore, China should overcome them by science and technology progress. Exogenous TBT come from different institutional arrangements, which has been used as a measure of import restriction in many countries. Its essence is the external manifestation of trade protectionism, which blocks the international trade, seriously hampers China's exports. Therefore, we should set up an institution to research deeply, and also participate actively in the draft of the rules to minimize the impact of such barriers on China's exports.
