Bidding has already become the form which obtains engineering item. Bid under this kind of situation is one of the most important activities. After our country became the member of the WTO, building business enterprise faces more competitions; the bid decides the existence and development, prospect and destiny of business enterprise. In order to ensure the legitimacy of bidding, the business enterprise has higher requirement of bidding.Based on the studies and summarization of the bidding decision developing history and present research state, also analyzed to bid characteristics of quote the work, The Bidding Decision Model is proposed according to the functions and characters of fuzzy Comprehensive valuing and artificial neural network, The model has homologous credibility and certain maneuverability; The qualitative analysis influence bids first of various factor, was divided into factor such as construction owner, enterprise, item ,environment to be four major types, then carry on single factor analysis, and make fuzzy Comprehensive valuing, build up the bidding decision model. and a case are used to prove the dependability of the model. The example shows the model is valid. The engineering practice also obtains better results.The model is of some significant value for the construction enterprises to make scientific and rational bidding-decisions that would make one get existence and development to have very important realistic meaning in the competition of more and more vigorous market.
