| The public benefit forest, as a traditional sense of the public good, has been invested by the state, with a high cost and low efficiency. Therefore, this paper will take the large opportunity of The Olympic Games which will be hold in Beijing in 2008, and make a model of management in the public benefit forest for the market operation, including a market-oriented program design and an operation mechanism. On the basis of the background analysis, this paper will have a study on the public management theory and on the domestic and international markets practice. Also, the study will introduce market mechanisms to the management of the public benefit forest in China. In addition, it will find a way to improve the efficiency and quality of the forest management in Beijing. In conclusion, this study will be not only a support to the promises of the "Green Olympics", but also a more thoughtful exploration on the sustainable management of the forest and be a significant improvement to the construction of the ecological city. |
