| Science and technology are the primary productive forces. Innovation is the theme of contemporary economic development, and it is also an important means for long-term sustainable development of regional economy. Innovation is an intrinsic element of economic growth. The theory of economic growth reveals the growth theory of the role of technological innovation in economic growth. In this paper, based on the theory of regional innovation, system innovation in the domestic and reviewed on the basis of theoretical and empirical analysis. Through data envelopment analysis from the two regional environments for innovation and regional innovation network we analyze the reasons for failure Innovation System.Innovative activities exists both market failure and failure of system failure. In China, it's mainly due to market failures caused by a poor environment for innovation. This seriously hampers the ability of the region to enhance innovation; and the reason for system failures is that innovation network is not perfect and incompact link between the core elements of the lead. Therefore, to improve the regional innovation system should be established and improved operational performance is the key to creating a healthy environment for innovation and the innovation network.To deeply research the reasons of the effectiveness of innovation, this paper use data envelopment analysis, anglicizing the effectiveness of regional innovation index system, basing on the data of 03 and 04 years, using lingo to analysis the effectiveness of the Regional Innovation in Chinese 31 provinces, autonomous regions and municipalities. Through the results of the evaluation, we can see the overall situation in various regions of China. Take the Shandong Province for example, we analysis the performance of each operating system innovation indicators. The article based on an analysis of the results of regional innovation policy, the basic framework of the system and some policy recommendations. |
