| Sustainable development thought and pattern are designed according to their respective conditions along with the idea of sustainable development having been accepted nowadays by all fields, from macro to micro, from globe to region, from state to local authority. Sustainable development, having been a yardstick of goal and stantard on constructions in all fields, becomes main developing pattern accepted by the whole world.Changchun Jingyue Economic Development Zone(CCJEDZ) is an ecological new city in course of being constructed in Changchun. It has large area of forest and waters which are vital for ecological balance of Changchun city and is facing tasks like developing economy, protecting ecology and constructing new city and etc rather than a general economic development zone to venture some enterprises and develop economy on a certain area. Only guided with the idea of sustainable development for whole, can it get rapid economic development along with harmonious development of economy, ecology, city and society.In this thesis, sustainable development theory is applied to a zone, which only has 478 square kilometers, affiliated with a city. Resources endowment, basic conditions, function and action and existing problems in CCJEDZ are descripted impersonally applying the method of theoretical analysis and empirical study. The thesis has theoretical and practical significance with the contents of establishing estimating index system of sustainable development, designing general design of sustainable development, constituting path system of sustainable development, founding framework and pattern of sustainable development and guiding the construction and development of CCJEDZ.The thesis consists of four sections.Section one is introduction whose contents are ideas and factors of sustainable development and region sustainable development, city sustainable development and local sustainable development applying basic theory of sustainable development. It also contains sustainable development,which is eventual choice and ultimate goal of construction and development in CCJEDZ in the future, and background significance and basic framework of the thesis.Section two are existing problems and estimating index system of sustainable development. In the secion, basic conditions in CCJEDZ are descripted such as its locality of Large Black mountain which lies in southeast of Changchun city and plays an important role as ecological protection of Changchun city. In CCJEDZ, there have vital ecological resources such as Jingyue pool and artificial forest around the pool, Xingli city reservoir and southern Yitong river and etc and unique ecological endowment which has 51percent of all forest and water's area in the whole zone. CCJEDZ, which has been well developing in economy, city and ecology, has six functions which in Changchun are pacemaker zone of economic development, core zone of ecological environment, example zone of city construction, concentration zone of tour and recreation, prime zone of science and technology and culture, pioneer zone of system innovation.Being applied basic theory on sustainable development, estimating index system on economy, ecology, city, society is established according to actual conditions in CCJEDZ using the experience of national experimental sustainable development zone for reference. According to estimating index system of sustainable development, development and existing problems and specific performances in CCJEDZ are analyzed.Section three is general design of CCJEDZ sustainable development. General framework of CCJEDZ sustainable development is established in core orientation and spatial layout and general goals. Core orientation is Jingyue ecological new city which should become core ecological zone, central recreation zone, advanced industry zone in Changchun city. CCJEDZ should be constructed with the idea of ecology and culture and recreation being pivotal, according to development principle of civilization and priority of ecology and high efficiency. Spatial layout has three parts. CCJEDZ, which has an area of 478 square kilometers, should be partitioned into three parts, which are eastern forest ecological part, southern water content part, western new city construction part, to balance the relationship between ecological protection and development construction. Ecological protection is strenthened in eastern part and southern part along with constructing new city in western part to enhance the new city quality and to absorb advanced industry by optimizing developing environment. The industry strengthens economic force to get long-term benefit and to support ecological construction so that there is a positive cycle to develop ecology and economy harmoniously. General goals are five index systems which are low-consumption-high-efficiency economic system, harmonious high quality environment system, harmonious ordered society system and complete function city system to turn the CCJEDZ to be a chinese famous ecological city with high quality industry, good environment, prime character and unique style.Section four is CCJEDZ sustainable development path choice that contains six aspects which are industry orientation, ecological protection, city construction, society development, management quality and supervisal system. Industry orientation emphasizes five major industries of modern service industry, tourism and recreation industry, advanced technology R&D incubation industry, advanced manufacture industry and high grade real estate industry along with grasping world industry development trend, using advanced city industry development principle for reference, complete thinking about CCJEDZ's function on Changchun and mutual complementary prodominace with other zones around CCJEDZ. Ecological protection carries out three ecological projects, which are return-farm-to-forest project in Jingyue pool, return-farm-to-forest project in Xingli city reservoir and reconstruction project in southern Yitong river, with severe system according to the features of the zone ecological resources with the idea of the equilibrium between human asking rights to nature and human feedback duties to nature to further ecological effect of protection and optimization and magnification. According to CCJEDZ's new ecological city general design, city construction is to construct an ecological new city with beautiful environment, matching facilities, complete functions and brilliant features by shaping city charater and developing infrastructure and establishing city ecology to wholly enhance the city load capacity. Society development contains three parts, which are improving social common service quality and strenthening harmonious society and socialist new country construction by emphasizing social cause construction and reconciling population and environment and resources with the eventual aim of human development. management quality has three conversions, which are from size and quantity to quality, from expanding size to enhancing quality and from low efficient management to high efficient management, by promoting project quality, making efficient use of land, getting more financial channels, assuring fiscal security and etc with grasping sustainable development core of being an immanent high quality development pattern. Supervisal system, which fully motivates local government to play major role in achieving regional sustainable development, practically enhances sustainable development capbility by establishing scientific democracy determination mechanism, result-oriented management mechanism, energetic human resources mechanism, far and wide and thorough propaganda mechanism and actually effective supervisal mechanism. |
