Analysis Of The Factors And The Reform Path On The Sustainable Development Of Finance In Changchun Chaoyang Economic Development Zone

As an important part of our local financial system, the finance in the Development Zone plays an important role in ensuring and promoting the healthy development of all types of development zones at all levels.Constructing development zones is an important carrier to promote new industrialization and urbanization construction in current and future.The sustained and healthy development zone is inseparable from the protection and support of sustainable development of finance.Currently, the financial sustainability in development zones face great challenges.Macroeconomic situation on economic development being downturn,industrial structure being urgent to optimize,the contradiction between revenue and expenditure being increasingly prominent,the expenditure and powers doing not match ect.,all of them have greatly influenced and restricted in finance sustainable development in the Development Zone.As a provincial and representative example of Jilin Province,the Changchun Chaoyang Economic Development Zone has its own financial operation practice,which not only embodies the general rules of public finances, but also reflects the provincial development finance its own particularity. On the basis of domestic and international public finance theory, the theory of sustainable development of the local financial system,the paper aims to explore the factors that influence and constraint the finance for sustainable development in provincial development zones by an empirical analysis in Changchun Chaoyang Economic Development Zone.Then proposing some measures to achieve the transformation and upgrading in its financial sustainability.The text is composed by four parts: part 1 is an outline about the basic theory of finance for sustainable development,including the the basic concept and content of sustainable finance, the theoretical basis of sustainable finance,the basic functions of the finance in Development Zone and the importance of sustainable development.The second part is about the situation of sustainable financial operation in Changchun Chaoyang Economic Development Zone,mainly introduces the fiscal management and the assessment on financial operation.The third part is about the factors that influence the sustainable development of finance.From the perspective of the structure of financial resources,tax system,financial revenue,legal protection ect.,analyzing the reasons impacting and restricting the sustainable development of finance in the Development Zone.The fourth part is the core of the thesis,aims to put forward the basic objectives and means to help the provincial-level development zones to achieve financial sustainability by transformation and upgrading.
