In the modern knowledge and economy times talents become the most important resources to keep the enterprises have continuable development. Training is always an important approach even the only approach sometimes to train talents and retain talents. In order to solve the problems about human resources of Changchun Electric Supply Company, the paper contains the staff training project of Changchun Electric Supply Company to benefit the whole, harmonious and continuable development by means of studying training works of state enterprise, applying relevant theories such as human resources management and enterprises training, etc. and combining the actual matters of present staff of Changchun Electric Supply Company and development layout of the Eleventh Five-Year-Plan. The paper is divided into four parts:Part I: Brief Introduction of Changchun Electric Supply Company.Firstly, the paper introduces the business contents and formation of staff of Changchun Electric Supply Company. Changchun Electric Supply Company is a big-size Class I electric supply enterprise which is affiliated with Jilin Provincial Power Co., Ltd. It takes the tasks of power supplying for Changchun city and four counties (cities) with 0.89 million clients and tasks of electricity transmission of Northeast Grid. The annual electricity capacity is 8.3 billion kw/h. The electricity supplying area is 20600 km2. There are 9 operators (cadres above vice-department level) occupying 0.3% in the total numbers of staff, 618 managers occupying 22.4% in the total numbers of staff, 167 professional technicians occupying 6% in the total numbers of staff, 1869 personnel with technical ability occupying 67.8% in the total numbers of staff, and 98 other personnel occupying 3.5% in the total number of staff.Secondly, the paper introduces the current situation of education and training of staff in Changchun Electric Supply Company. At present, the education and training works to staff from Changchun Electric Supply Company are still kept in original and elementary step. They have not formed a systematic training system and effective education and training system. As the state big enterprise with Class I Changchun Electric Supply Company should have offered system trainings about enterprise development tactic, law information, management information and speciality skills, etc., but the company is not capable to give systematic trainings to the staff at present due to it is short of the full-time managers of human resource to deal with this work or the training cannot be arranged due to the heavy production tasks. The training works to the staff is lack of plans. There is no long-term programming and target for the staff's trainings.Part II: Problems of staff training and causes analysis of Changchun Electric Supply Company.Firstly, the paper summarizes the problems existing in staff trainings of Changchun Electric Supply Company. A. Bad foundation of demand analysis of training; B. Not smooth of training works and unfit management system; C. Not complete training layout and not clear training target; D. Not enough joints between the training and current enterprise development; E. The database of training courses is not brought up to formal schedule; F. The training cannot achieve the expected target of training. Secondary, the paper contains the reasons analysis for the problems about staff trainings of Changchun Electric Supply Company. The first one is about the old concepts. They mainly show that: firstly, because of the"carryover effect"of the planned economy system, people's traditional cognition of training still exists. Secondly, the employees have less cognition to the importance of training. Lastly, there is big difference of cognition for training from higher management. Some people think that the training should be given to the staff, and some people think that there is no need to offer trainings to the staff; the second one is about the slow development. Northeast area is the old industrial base of our country. After more than 20 years of reform and open up northeast still keeps large numbers of state enterprises. The people in the northeast have more conservative ideas compared with many economic and developed areas and costal areas. It mainly shows that: 1. Shortage of training cultures. 2. Shortage of training motivation. 3. Shortage of long-term foresight but only noting the short-term benefits; the third one is about the reasons of industry monopoly. The electricity industry is a state monopolized industry. There is much drastic competition in domestic industry. Basing on this kind of industrial characteristics the development and management of the whole electrical industry are not paid attention. The training works to the staff from the whole electrical industry have this or that problem. They contain: 1. Shortage of scientific and systematic training to the staff. 2. Not reasonable usage for the training expenses. 3. Unclear functions of trainers.Part III: The project design of staff training in Changchun Electric Supply Company Firstly, the design principles of training project for Changchun Electric Supply Company are confirmed. The design principles include: A. Strategic principle B. Long-term principle C. Forward looking principle D. Principle of combining all staff's training and key training.Secondly, the basic thoughts of the training project design are defined. The targets of training for the staff in Changchun Electric Supply Company are different. Pointing at different training objects the paper contains the design for the training project of the staff from Changchun Electric Supply Company by means of the diverse training plans and training methods. At the same time, the paper describes the common methods and applicable scope of the enterprise training as well as the training methods used for the staff training in Changchun Electric Supply Company.Finally, the concrete project of training to the staff in Changchun Electric Supply Company is designed. Pointing at the different staff in the company the different training projects have been designed, which include the training project of general managers, that of professional technicians and that of personnel with technical abilities.Part IV: Evaluations of training project for the staff of Changchun Electric Supply CompanyFirstly, the feasibility of the training project is evaluated. According to different encouragement theories the paper describes the evaluations for the training project of general managers, that of professional technicians and that of personnel with technical abilities. Through the analysis of theories the designed training project in the paper is considered to be feasible. It can offer talents supports for the complete harmonious and continuable development of Changchun Electric Supply Company.Secondary, the limitation of training project is analyzed. Although the designed training project in the paper has a certain function of use for reference to the same kind of staff in the same kind of electrical enterprises, it is not suitable for the trainings to managers with higher level (members of operator group) in Changchun Electric Supply Company. The training works of this kind of personnel is actualized and managed by the Human Resources Department of higher level company.Finally, the conditions of implementation for training project smoothly are explained. The designed training project in the paper is made on the premise of sustainable development and continuous improvement of economic benefits of Changchun Electric Supply Company. If there are the cases of economic benefits falling or alternation of main leaders, etc., the training project might to be not carried our smoothly.
