"Can't measurement, can't management", said the professor Robert Kaplan in his book."What you want, what you must measurement", this is many great managers'advice.With the enlargement of our commercial banks'scope, the increasing complexity of operation, the increasing vehemence of competition and the reformation of organizational structure, it is an important task that how to transmit the holistic stratagem to each operation , each branch bank and each staff. To get success in competition, commercial banks attach great importance to strategic management. And expresses higher claim on performance evaluation, expect to achieve more information related to strategic decision and sustainable development. By many years'search and practice, developed countries have established more scientific method of performance evaluation. But the performance evaluation system available in our commercial banks now only emphasizes on reflecting historical data, it no longer suits to the new situation's need and cannot make comprehensive evaluation on the bank's management result. Therefore, for the commercial banks in China, a scientific and rational performance evaluation system bears real significance on the exaltation of competitive edge.Performance evaluation passed through three stage: The first stage is financing index. The second stage is the adjustment of financing index. The third stage is the supplement of financing index.The performance evaluation of commercial banks was thought much by many counties after 1929. Every country began to establish and perfect the performance evaluation of commercial banks until 1970s'. < Basel Agreement> reflects the effort of establishing exterior performance evaluation, and the Balanced Scorecard is considered to be an effective method of interior performance evaluation. Our country's commercial banks'performance evaluation begins 1990s'.Though our commercial banks'performance evaluation has got great advancement, many problems must be considered. Certainly, the core question still is what method of performance evaluation is logical, impersonal and controllable. People increasingly attach importance to Non-financing index when they realized that the pure financing index can't roundly reflect the commercial banks'performance. Considering these methods and the problems of our commercial banks'performance evaluation, the balanced scorecard is suited to our commercial banks. Nowadays, many advanced banks is introducing this method into performance evaluation system. This thesis concretely analyzes the Balanced scorecard, including the measurement index and the calculation of index proportion. But we must notice, the Balanced Scorecard is not all-purpose. We must pay attention to many matters in order to successfully apply this method.This thesis tries to make contributions thereinafter aspects::Comparing pure financing index to the Balanced scorecard, educing the balanced scorecard is the perfect performance evaluation method; Analysing the performance evaluation's problems of Chinese commercial banks and the reason of problems based on information economics, behavior theory, etc.The limitation of this thesis is that Analysing the performance evaluation of commercial banks in frame of reference, and running short of examples.
