The paper mainly studies the enterprises'outsourcing of human resource management which emerged and gained vigorous development in recent years. Analysis is carried out on state-owned enterprises (SOEs), taken as the main research target. Included are introduction, supporting theoretical analysis of the SOEs'outsourcing of human resource management, general discussion on the outsourcing of human resource management, the present status of the SOEs'outsourcing of human resource management, and methods and measures of development.Brief words are given in Introduction on SOEs'outsourcing of human resource management and the research itself, where four aspects are included, such as background study, research motive and aim, questions and methods, and literature review. Coming afterwards is a narration of supporting theoretical background of this study, including Comparison Cost Theory, Transaction Cost Theory, Value Chain Theory, School of Core Competence, School of Resource, and Principal-Agent Theory. Although none of these theories research the outsourcing of human resource management, possibility and necessity of its existence can be explained hereby from different perspectives. To lay such a theoretical background helps with a solid foundation of the development and penetration of this research. The naxt part generalizes a status quo of Chinese SOEs'outsourcing of human resource management, including present ideas recognition, personnel dispatching, and other outsourcing of human resource management. The status quo is the foundation of a practical research. Only by a full knowledge of SOEs'outsourcing of human resource management, can decisions be made to make use of the advantages while tackle disadvantages. The last part of this paper serves for the essence of this research, which lays down models to develop SOEs'outsourcing of human resource management. Six aspects are all covered in the flow of human resource management outsourcing. The key for decision-making in each step is provided according to the analysis of influencing factors coming from aspects in every procedure. The establishment of these models, certainly, refers to SOEs'experience as well as related governmental policies.Contributions of this research are as follows:A valuable topic -- Outsourcing has become a quite fashionable term in modern management, and the outsourcing of human resource management is under promising development. However, enterprises'outsourcing, especially the SOEs', of human resource management still has potential capacity to explore, problems to solve, techniques to develop, and restraints to break through. Hence, a research topic as this works to extend the application of the outsourcing of human resource management, and offers insight into SOEs, the outcome of which is valuable for the human resource management of SOE in China, to some extent.A sensible research angle– The essence of this research lies in the fourth and the fifth part, generalizing respectively the status quo and providing a system of development of the human resource management outsourcing in SOEs. The research of status quo is carried out in perspectives as present ideas recognition, personnel dispatching, and other outsourcing of human resource management, so as to conduct investigation and analysis in a simple, direct and integrated way. In terms of development system, in addition to models in each step of the outsourcing flow, corresponding measures are offered to promote the SOEs'outsourcing of human resource management in self-development and external environment.
