With the more and more intense competiton of insurance companies' external market,in order to retain in the premise of existing market share,state-owned insurance companies strive to seek the change and transformation and build stronger competitive advantage.Human resource management outsourcing can help companies reduce management costs,improve efficiency and win the competitive advantage through the existing resources,so it will be the best way of human resources' transformation in state-owned insurance enterprise.Foreign and domestic research on human resource management outsourcing has made some valuable achievements,but because of the different view of the scholars,there has not reached a consensus on it and also has not formed the system.Especially in the field of decision-making,because of the lack of specific decision model of specific types of enterprise,it leads to the lack of the guidance of scientific theory in practice.Therefore,built an in-depth decision-making model of state-owned insurance enterprise system has a strong practical significance operational.In this paper,through the combination of qualitative and quantitative analysis,using the AHP analytic hierarchy process and fuzzy comprehensive evaluation method to study the decision problem of human resource management outsourcing of state-owned insurance enterprise,established a more scientific and comprehensive human resource management outsourcing decision system.This paper first analyzed the research background,then pointed out the important significance of this study and summarizes the domestic and foreign research present situation,introduced the outsourcing of human resource management related knowledge;secondly,on the base of the theory and method of human resource management outsourcing decision-making,combined with the current situation andproblems of our country state-owned insurance enterprise human resources management,carry out the necessary and feasibility analysis discusses targeted for enterprises to implement human resource management outsourcing;then,into the main part of the article,the decision process to construct the AHP qualitative analysis,analytic hierarchy process and fuzzy comprehensive evaluation method based on the combination of more scientific and comprehensive human resource management outsourcing decision making model for quantitative analysis,the system of state-owned insurance enterprises are facing human resource management outsourcing decision "3W+1H" problem,i.e.,on whether-whether make the choice of human resource management outsourcing,which-outsourcing which projects,whatoutsourcing order of how and how the how-implementation of the use of outsourcing decision-making model has made the research and solutions,i hope can provide theoretical guidance for the state-owned insurance enterprises that to use the decision-making system to implement human resource management outsourcing.
