In this study method for solving the problem of performance evaluation are raised based on the actual instance of Lanzhou Planning Institute and basal theory of performance evaluation with the use of Key Performance Indicators.The main content of this paper is: Firstly, the concept of performance evaluation and development of performance. Secondly, the current status of performance evaluation in Lanzhou Planning Insitute is analysed emphasized. Thirdly, the paper farther devised the performance evaluation system for Lanzhou Planning Insitute. Finally, the achievements inspection system implementation and the appraisal and so on four aspects.The paper farther detailed investigation performance evaluation system conceive of Lanzhou Planning Insitute. Based target of Lanzhou Planning Insitute formed grade branch for key performance target, so sequentially decomposed for each branch target, and composed key performance target base. Based key performance target, we can devised different sheet, those respective for branch and individual performance evaluation, at the same time evaluation instance been feedbacked, attained promoted staff work efficiency and enhance quality by performance evaluation. All above can make staff's work behavior accorded with whole enterprise aim. The theory and the practice proof, New performance evaluation system could promote various units scientific research task, On the other hand it has provided the powerful safeguard for the Lanzhou Planning Insitute sustainable development.
