Study On The Path Of Anti-poverty In Minority Areas

The poverty problem in China minority rural area has become the key issue and difficulty of China anti-poverty,which have influence to the policy of building the well-off society.To make research on minority rural areas poverty in such new era is conducive to make the poor households out of poverty and beneficial to China socialism new countryside construction and sustainable economic development.Furthermore,the research is essential to the aspects of politics economy and society.However,there are few theoretical research on poverty problem of minority region.Thus,some researches are need to be taken to find out the restricting factors to make target analysis on anti-poverty measures and to further explore the effective methods or approaches.After summarizing and analyzing anti-poverty theory and its application,The specific relation should be made to current situation in minority areas to analyze the anti-poverty challenge faced in the new era,to achieve the “China Dream” based on Chinese socialism as well as to develop China's special anti-poverty approach,so as to promote the development of poverty alleviation in China minority areas and construction of harmonious society.Based on the anti-poverty courses in China minority rural areas,the paper illustrates current anti-poverty situation in China minority area by reading and combing the poverty and anti-poverty literature,concluding the definition,classification,determination of poverty and the anti-poverty connotation as well as its relevant theory.In particular,by presenting the poor condition and its reason of specific ethnic minority area in the new targeted poverty alleviation period,such as Guanghe County of Hui Autonomous Prefecture of Linxia,Gansu province,the paper analysis anti-poverty situation and problems in the current stage and applies positive analysis to identify the restricting factors of anti-poverty,and then proposes the corresponding approach of anti-poverty in minority areas.To make research on anti-poverty in minority areas is not only the historical inevitable course,but also the important responsibility for the Communist Party of China,which relates to the realization of “China Dream”.Through the above mentioned analysis,the paper puts forward the anti-poverty approaches of China minority areas in targeted poverty alleviation stage as follows:(a)adhere to the targeted poverty alleviation policy.To establish a scientific income accounting system,make precise identification of poverty object;implementation of classification of poverty alleviation,guarantee target assistance acted according to circumstances;establishment of poverty alleviation object tracking management,improve big data platform;improvement of management level for targeted poverty alleviation;implement multiple examination system,establish “fair assessment” mechanism.(b)carry out diversified anti-poverty policies.The development of special industries;improve education and training;strengthen social assistance;increase investment in health care;adhere to path of sustainable development;ensure the effective connection of anti-poverty policy and other systems.
