Study Of Anti-poverty Problem In Minority Areas In Transformation Period

Poverty is a world-wide problem in developing countries. Under the influence ofeconomy, politics, culture, society and so on, the poverty problems present differentfeature. Since the reform and opening to the outside world in1978, rural poverty hasexplicitly been alleviated; the number of poverty-stricken people has been greatlyreduced; the poverty incidence has decreased from30.7%in1978to2.8%in2010,poor populations,lives have improved greatly. But at present there are still a largenumber of people have not yet shaken off poverty in our country, especially inminority areas. These areas are remote and inaccessible areas with poor naturalresources, worse ecological environment, backward cultural education and sloweconomic development, which enable the elimination of poverty more and moredifficult.In this paper we first analysis the current situation and the cause of formationabout poverty in China. We point out that the poor population is mainly distributed inthe central and western regions of our country, the dual social economic structure ofurban and rural, worse ecological environment and the contradiction between land andpopulation causing by the rapid population growth are the main reason. After that thispaper reviews the poverty alleviation and development process and practice since thereform and opening up policy. Secondly, this paper analyzes emphatically aboutpoverty status, characteristics and reasons in minority areas, and the main problemsexisting in anti-poverty work in minority areas. We point out that ecologicaldeterioration and the poor ability to fully share the income growth in minority regionare the main reason to lead poverty. On this basis, we analyze the alleviating poverty’sopportunities and challenges in minority areas form four aspects involvingindustrialization, urbanization and pattern of economic development. Finally, weanalyze the way we should take about alleviating poverty in minority areas.We take the point that in the new stage we should adhere to the correct development-oriented poverty reduction policy, establish multiple system and perfectsocial security system to fight poverty. Pay enough attention to protect and inherittheir culture, and at the same time raise the quality of labor force. Besides these,enough attention should also be paid to the protection of the environment in minorityareas, proceed the strategy of sustainable development in order to promoting theeconomic and social development in minority areas, so as to help the poor populationget rid of poverty as quickly as possible.
