With China's entry into World Trade Organization, state-owned bank will faced with serious challenges. The competition between the foreign capital bank and state-owned commercial bank is the person who has practical experience. At present, the foreign capital bank has dynamic management mechanism, good cultivate mechanism, superior working environment, munificent wages. The foreign capital bank will attract a lot of person who do well in state-owned commercial bank. The main reason is performance evaluation of state-owned bank is backward. The different levels organization, department and employee don't receive the correct appraisement. So the staff's enthusiasm doesn't be aroused in working and be promotes in business. Thus, Human Resources Engineering plays an important role in bank management. Performance evaluation, as one of the vital tools in Human Resources engineering is very important, too.With the principle of bank strategy management and modern enterprise management, the article presents a theoretical study based on performance evaluation system, analyzes the performance evaluation of domestic commercial banks for aim at HB commercial bank, and sets up a suitable performance evaluation for HB commercial bank.The article is elaborated in six parts. The first part mainly introduced the research of performance evaluation in commercial bank's background, goal and the content of this article. The second part mainly introduced the elementary theory of performance evaluation in commercial bank's definition, object, scope, goal, and function and introduced the six main methods used in commercial bank's performance management with emphasis: 360-Degree Feedback, BSC etc. The third part chose HB commercial bank as the real diagnosis research object, based on comprehensive analysis of the present situation, and put forward the shortcoming. The fourth part introduced the principle, objective, method of HB commercial bank' design of performance evaluation. The fifth part designed the feasible plan for HB commercial bank. With the principles and the appraisal system, the article utilized different methods and indexes to appraise the working performance, working competence, and the working attitude of the commercial bank's personnel. The final part specifies some constructive proposals on the successful implementing the result of Performance evaluation.
