Feasibility study of project, which is based on the approval and pass of the previous scalary project proposal,accurately and systematacially analyse project's market,technique,finance,engineering,economy and environment and so on,and finish the compute,argumentation and judgement of market and sale,scale and product,the site of factory,supply of original and supplementary materials,process engineering,epuipment selection,personnel organizing,performance plan,investment and cost,benefit and risk and so on, then select the best plan for gist of decision.In this paper, some problems about the highway feasibility study are discussed, including traffic distribution, calculation of the transportation cost, economic and society evaluation, and scheme alternative, etc. After comparing the varieties of normal methods, Capacity Restraint Assignment method is assigned to the highway net to get the traffic of the expressway from Leshan to Yibin. Based on the integration-mechanics theory, the transportation cost by automobile type is calculated, and the national economy , finance evaluation and society-environment evaluation are made for its south-line scheme and north-line one. By studying the varieties of normal methods, the scheme alternative possibility with the methods of AHP (analytic hierarchy process) and Fuzzy comprehensive appraisal method is demonstrated, and index selection, formation of judgment matrix, consistency check , weight calculation method , single factor judgment matrix,judgement facter weight vectors,fuzzy comprehensive appraisal vectors are discussed. Also, the method of Group AHP on the basis of the optimum transfer matrix is presented in this paper. Its effectiveness is verified by the case of scheme alternative for the expressway from Leshan to Yibin.
