Study On Construction Project Evaluation

The project post evaluation begins with "The Roosevelt's New Deal "of the US in the last century 30s, and gets further consummation in the "declaration of war to poverty "project in last century 60s. It has formed a set of integrated assessment system in the seventy yeas development. It has been accepted by many developed countries, international financing institutions and some developing countries and has been the scientific means and methods to supervise and administer the construction project. The development of the project post evaluation is slow in our country owing to the late commencement, cognition deficiency and flaws in management system. With the gradual consummation of the market economy, higher requirements in quality, construction period and investment results are put forward by the investors who urgently want to make an omnibearing control on the whole process of the construction project. The academic research and practical application of the project post evaluation are getting more and more recognition of the government and investors. It is an urgent task of the project management in our country to establish and consummate the project post evaluation system.This paper makes a review on the development status and characteristics of the project post evaluation in our country and other foreign countries, emphatically analyzes the flaws in the project post evaluation and makes some detailed expatiate on the definition, basic concept, contents, procedure and theoretical basic of the project post evaluation. This paper analyzes the methods of the project post evaluation in the following two aspects: on one hand, based on the analysis of the conventional methods (including comparison, logic frame approach and success degree method), this paper analyzes the common flaws; on the other hand, this paper makes some discuss on the new project post evaluation method (comprehensive assess method) and makes some expatiate on the feasibility, specific use and advantages of the use of grey theory in the project post evaluation. As for the index system of project post evaluation, this paper setup a universal index system of the project post evaluation which can reflect the comprehensive benefit of the construction project, according to the characteristics in the every stage of the construction project and some admissive assessment index. The index system of project post evaluation includes process index, influence index and continuable assessment index.
