The globalization and regionalization of economies are the two parallel streams in the 21st century. A region must to be quickly respond to the changes in its economy's structure when it under the pressure of global competition. Globalization, on the one hand result to the restructure of a region's spatial structure, on another hand, it makes the regions in a country to contend, to contest or to compete directly or indirectly, openly or secretly in attained of the factor resources, the industry projects, the production trade, the policy environment, etc, for they have to strive for a advantage condition for development, or to sustain their superiority status, or to strengthen their competition capability. As a result, a region has to rearrangement its development policies to reply to these changes. One of the important resorts, this paper proposed, is to choose an appropriate Regional Innovation Mode (RIM). However, it is disappointed to see that the current RIMs are too to inefficiency to make the region to develop. One of the striking reasons this paper considers is that all of the current RIMs are failed to touch the essence of a "region". A region is a object of time and space. That is regional development will ultimately be dependent on the restructure of the space for the traditional factors can not always attain the increasing returns of scale in a long time cause the decrease of the nature resources and the inequality of the income distribution. As china is a country with a highly inequality of economy development of regions, the traditional regional economics theories which established since the opening are no longer adaptable to the coordination development of regions. Actually, the regional development in china has come into a new stage which oriented by the market and supported by regional innovation, and the Regional Morphology Innovation has become a new economic growth point. So it is especially important to explore actively the RIM theory which can be easily adaptable to our country's social market economy and technology innovation. Due to the knowledge expounded above this paper, based on the RIM theories, established a Regional Morphology Innovation Mode. Combined with the practices of regional innovations in china this paper focuses on the function the Regional Morphology can play in the development of economy. This is can be expected to give a theoretical support for our country's regional plan and the design of development policy, and also to put forward a series of concrete policies. There are 7 chapters in this paper, the specific contents includes:Chapter 1 introduces the main content and characteristics of the development of regions of a large country under the opening condition. Then this chapter gives a review of the research fruits of RIM. Three related problems are solved in this chapter. The most core mission in Chapter 2 is to give a clearly definition of the Regional Morphology. The write define in this paper that the Regional Morphology is a relatively integrity geography space with a special function, structure and system which combined the human activities densely to the time and space. Different social development stage has its own Regional Morphology, and in our time of China, we can make it as the city agglomeration, development zones and industry linkage. It is true that some kinds of regional economic activities can give rise to a certain Regional Morphology; however the Regional Morphology can also strengthen the development of the region. The main function the Regional Morphology can play, in this paper we discuss, is increasing returns of scale, the agglomeration and dispersion of the human resources, technological resources and social resources, and the regional division and cooperation and the optimization of regional industry structure.Chapter 3 has probed into the establishment of the theoretical model of Regional Morphology Innovation Mode (RMIM). Based on the experiences of Romer's endogenous technological model, this paper make the city agglomeration, development zones and industry linkage to be three endogenous factors, and their theoretical implication are also discussed in this chapter. An empirical study of the model established in chapter 3 is given in chapter 4. The writer first chooses three indexes to quantitate the three factors and then makes use of the FE method to accomplish the econometric studies. The data in this chapter are come from the Yangtze Delta of China.Chapter 5 is mainly to discuss the two development strategy should be adopted in the paradigm of RMIM. One of them is the endogenous development strategy which focuses on the local resources, industry status and the division and cooperation of the regions. The second is a delaminating development strategy which simply means a region should be developed by stage and stage, by areas and areas.Chapter 6 mainly talks about the policies option in the paradigm of RMIM. There are four principals are mentioned. The first one is second how to establish the city agglomeration, the second is how to cultivate the development zones and the last one is how to realize an effective industry linkage between regions and regions.Chapter 7 is a remarkable conclusion and the way forward.
