The industrial agglomeration of the producer service industry and the manufacturing industry,a significant part of the vast majority of the economy,has broken through the industrial agglomeration of the two,showing the attraction of mutual industrial agglomeration,which makes the relationship of the two parties become more closely related to each other and promote the development of each other.The industrial agglomeration of producer service industry and manufacturing industry will become an important direction for the development of China,the largest developing country in the world,which in the process of realizing its own comprehensive modernization inevitably.In addition,the continuous innovation of science and technology and the shortening of the time for the use of scientific and technological achievements,which make the enterprise want to be competitive in the market,the enterprise must pay more attention to the innovation of science and technology.The sustainable and stable development of regional economy turn true when the high-efficiency,high stability development of producer services industry and manufacturing industry and the improvement of innovation ability.The industrial cluster under the co-agglomeration of the productive service industry and the manufacturing industry will produce a cluster effect from the return to scale theory.The paper holds that the co-agglomeration of producer service industry and manufacturing industry have a positive impact on regional innovation through the sharing of production factors from the perspective of scale compensation,production associations and knowledge spillovers.The impact encourages the technological innovation activities of a number of enterprises in the industrial cluste.However,the effect will increase as scale returns increasingly,and it will transform from promotion to inhibition.The paper tries to analyze the mechanism and effect of the co-agglomeration of producer service industry and manufacturing industry on regional innovation under different economic development levels.The paper constructs the industrial of co-agglomeration index of producer service industry and manufacturing industry based on the relevant data of 18 provinces(cities)in the Middle East of China for 2006-2016 years,tests empirically the impact of the co-agglomeration of producer service industry and manufacturing industry on regional innovation by using the SYS-GMM method.The results show that the co-agglomeration of producer services industry and manufacturing industry has a positive effect on regional innovation.There are 18 provinces(cities)would be divided into two parts according to the level of industrialization development,the early stage of industrialization and the last stage of industrialization.Further research shows that the impact of industrial co-agglomeration on regional innovation will display different characteristics in the different stages of industrialization: the co-agglomeration of producer service industry and manufacturing industry can promote regional innovation in the middle period of industrialization.The co-agglomeration of producer services industry and manufacturing industry inhibit regional innovation in the middle period of industrialization.The policy suggestions will be put forward based on the above analysis results.First and foremost,we should promote actively inter regional economic and industrial cooperation.Second,each region should formulate economic development policies,which are suitable for the local region.Third,we should constantly improve laws and regulations related to intellectual property protection.Last but not least,we must give full play to the decisive role of the market in the allocation of resources.
