Jiangxi Province in reform and open policy tide although earlier wetshoes, but actually does not have boldly to proceed to make great strides forward,gradually, the economy level of development falls behind Brother Yu the province,the region economical disparity unceasingly enlarges, between the area competes alsois intensifying.In the process of capturing the human capital, the developed areas occupies theabsolute superiority, Jiangxi Province is in the inferiority, the majority of humancapital unceasingly flows to the coastal provinces and the economical developedsuper city of eastern parts. According to the human capital flowing theory, betweenthe regions the reasonablily flowing of human capital makes the human capital valueto rise in value, is advantageous to the local both sides economy development and thecooperation.
