With the rapid development of economy, the continuous increase of national income, and the more per capita income possession and leisure time, travel has become a way of life. The requirement for travel of people is experiencing a conversion from sightseeing tourism to vocation tourism. The investigation revealed, citizens' choice of journey mainly focused on the circumjacent areas of cities, and the close quarters travel increasingly went up, Recreational Belt around Metropolis(ReBAM) has become the preferred destination chosed by citizens. And it becomes the major trend in tourism development around the cities.This article is made of three chapters.The first chapter is the introduction; beginning with the discrimination of the relation among tourism, leisure and the recreation, limit the concept of ReBAM. Then this article elaborates the research goal and the significance, the domestic and foreign research progresses, and the research technique and the paper frame.The second chapter is the fundamental research of ReBAM. Then analyze the formative mechanism, the international mechanism and the function of ReBAM between the city and the countryside.The third chapter limits the scope and the position for Harbin, introduces the general situation of Harbin, then analyses the present situation and problem of exploitation of the ReBAM.The fourth chapter has made the appraisal to the developmental condition of Harbin's ReBAM. Through the investigation and questionnaire survey, we give the analysis to transportation position and the market behavior of tourist. Use analytical Hierarchy Process method(AHP) to evaluate the tourism resources of ReBAM in Harbin.The fifth chapter studies the development pattern of ReBAM, in view of Harbin's actual situation, the spatial layout of Harbin's ReBAM is divided into"one district and two belts", and we emphatically develop seven-feature tourism product. Finally, we propose several strategic measures of ReBAM.
