Talents assessment plays an important role in the development and management of human resource. It offers scientific grounds for the selection , utilization , retaining and training of people , and has gained its popularity among enterprises and various kinds of professionals . Therefore , it is widely used . Talent market , which is the foundation of human resource allocation , has now become one of the essential markets in our socialist economy. The assessment of talents has become one of the many important services of talent markets , and its position has been further consolidated . This paper is first of all to introduce briefly the history , application theories and the current situation of talent assessments . It will then give an n-depth research and discussion on how to strengthen the building of a talent-assessment system for the talent markets of entrepreneurs in Tangshan city , by means of case study , questionnaires, statistical analysis , summary and induction ect. Following are the major steps.Firstly , to summarize the tips from which we can learn by the study of the talent-assessment structures in the personnel departments of other cities , such as Tianjin , Beijing and Shanghai.Secondly , to put forward a new idea , namely , computerized talent-assessment system is not a purely scientific project , but also involves the organic whole– assessment tools , testees , testers , employment organizations and testing environment , each of which may affect the accuracy and application of the system .Thirdly , to analyze the potential problems in the aspects of operation , technology and quality of the practitioners within our Tangshan System.Fourthly , to find out an effective way in promoting the application of talent assessments and improving their ability of serving the market as a whole in order to meet the practical needs , that is , aiming the market properly and marking the assessments a brand ; publicizing through various channels to enhance its recognition and reputation ; improving the overall quality of the practitioners by means of introduction , training , part-time working and so on ; strengthening the innovations in systems , capital running , management and business operations; introducing suitable tools for talent assessments ; attempting to establish an on-line talent-assessment market based on Tangshan talent market website ; strengthening the building of an integrity system for the market ; acting positively in gaining the government's support , regulating and strengthening its supervision and administration and expanding its application.
