Talents strategy has been a principle strategy for the economic development in all the countries in the world. The comprehensive strength competition between countries is to some deep-seated extents a kind of competition for talents. With the deepening of the reform and the opening, and with the rapid development of economy, the status of the non public owned economy (NPE) in the whole national economy system has been continuously improved. The work of talents of NPE is an important part of the work of personnel and talents. It bears strategic significance to fulfill human-oriented scientific developmental ideology, to optimize talents work environment, to absorb and retain talents, and to provide a stable and harmonized environment for the healthily sustainable development of NPE. This paper aims to analyze and discuss the current developmental situation of the talents of NPE in Tianjin, and to propose countermeasures and suggestions on the development of the talents of NPE in Tianjin.This paper makes an introduction to the human capital theory and the strategic human resource management theory first, to provide theoretical evidence for the development of the talents of NPE. Second, it illustrates the investigation solutions and the investigation process concerning the topic of the talents of NPE in Tianjin, to provide data support for the current situation analysis. Third, it concisely discusses and analyzes the current situation of talents of NPE in Tianjin, to profoundly make analysis and comparison on the total amount of talents, the talents distributing in industries/economies, the talents distributing in scholars, the talents distributing in titles of technical posts, the talents distributing in ages and the talents distributing in origins. Fourth, the paper makes a trend forecasting on the talents of NPE in Tianjin by utilizing qualitative and quantitative methods. Finally, against the developmental current situation of the talents of NPE in Tianjin, this paper proposes countermeasures and suggestions on the issue both from the point of government, and from the point of NPE organizations.This paper points out that the development of talents of NPE in Tianjin has been steadily increased in recent years. The overall quality of talents has been continuously improved, and the talents structure has been further rationalized. The paper makes a forecasting on the talents of NPE by utilizing the Factor Reconstruction Method, to demonstrate that the needs of talents in NPE will increase largely in the future. The paper suggests that Tianjin city should make further great efforts in establishing and perfecting policies and regulations, in establishing and perfecting the fostering and flowing systems of NPE talents, in perfecting social security system for NPE talents, in perfecting the growing environment for NPE talents, and in promoting greatly the professional education development. This paper proposes the NPE organizations should make further improvements in building up comprehensive ideology of talents, in establishing rational talents structure, in creating favorable talents employing environment, and in strengthening communication with governmental departments, etc.
