During the conversion from the traditional agricultural society to a modern industrial civilization, urbanization is an inevitable process and a socio-economic phenomenon. Urbanization is rich in connotation. It is not only the unity of population urbanization and urban modernization but also the concentration of economic elements to urban areas and expansion of modern civilization to rural areas.On the first stage of urbanization, movement of population from the village to the city is the main content. The model of dual economic raised by Lewis reveals that process. However, the following three factors determine that the transfer of the surplus labor force in rural areas to the city is not sustainable: the heightening requirement of knowledge and technology for labor in the urban economic sectors, the grim urban employment situation, and the low overall quality of rural laborers. The paper believes that raising human capital of rural labor, innovation of related systems and promotion of industrialization in underdeveloped regions can accelerate the advancement of urbanization. However, a series of urban-bias policies are unhelpful.The concept of planning overall cities and countryside is introduced into the research of urbanization in this paper. The paper analyzes the two-sides-effect which urbanization brings to planning overall cities and countryside, and makes an empirical research on the"two-sides"using gray incidence model and confirms its existence. Non-co-coordinated development of urban and rural areas hinders the process of urbanization in this policy environment, urbanization shows negative influence on the planning overall cities and countryside. This paper holds that the urbanization is an effective way to promote the planning overall cities and countryside. Meanwhile, the sustainable promotion of urbanization also needs the guidance of the planning overall cities and countryside which has become a guarantee for it. This paper constructs road for urbanization from the view of space and system. To accelerate urbanization, the role of the system of towns can't be overlooked, especially under the conditions of new industrialization. In this paper, the household registration system, the employment system, Public housing security system and the investment system of products are putted into the system analysis framework.
