The Study On Issues About The Domestic Urban-rural Integration Development In Country Territory

Urban-rural integration refers to a new urban-rural relationship of mutualbenefit，mutual promotion，coordinate development and common prosperity thaturban and rural areas rely on each other linked by townlet with country as basis andcity as center. The purpose of urban-rural integration is to construct a new urban-ruralrelationship whose essential is incorporation and coexistence between urban and ruralarea. This paper hold that country territory in China is elementary unit that have intactadministrative function and is the basis of whole economic society in our country，also the key factors of realizing the urban-rural integration. Promoting the urban-ruralintegration can bring many benefits: it can absorb plenty of rural labor, which makesfor relieving the economic and social pressure in big cities; it can stimulate a neweconomic growth rate, which contributes to expand domestic demand; it can make anoverall plan and arrangements about the investing of the urban and rural socialfunding, which not only makes the urban and rural residents enjoy equal treatment inthe aspects of rural education, culture, technology, sanitation and so on, but alsobenefits to maintain the social stability and process; it can also advance the assortingof environmental protection infrastructure, such as the industrial clustering and ruralsewage, which is conducive to the effective protection of ecological environment.At this stage, the domestic urban-rural integration’s construction in countryterritory has many problems to solve, such as plan that not gained sufficient attention,uneven public products supply, ling environment deterioration, lost of ruralcivilization. The problem is mainly caused by historical, ideological and institutionalreasons. The main way to solve problem is to promote ‘four integrations’: theurban-rural integration of planning means a general plan and tie the city and countrytogether in planning of transportation, industry, land usage and etc; the urban-ruralintegration of public service provides an integration of public service such as culturaleducation, medical health and labor employment in country territory; the urban-ruralintegration of management systems integrate in more feasible and scientificmanagement systems such as household registration system, financial system and landrequisition system; the urban-rural integration of ecological protection means topromote urban-rural integration in aspects like establishment of environmentalprotection agency, resource equalization of environmental protection funds, sanitationfacilities and environmental workers.
