Software industry is the core of information industry, with being concerned with many fields, such as economy, politics, national defense, science and technology etc. And it has a close relationship with the security of the nation and the development of the economy and society. The scale and level of the development of software industry has become an important symbol of a nation's modernization and comprehensive national strength, and it decides a nation's ability of competition in the future. Who takes the core of software industry, who takes the future.Software industry, whose development has played an important role in the development of Chinese national economy, has become a strategic industry in China. With twenty-year development, the Chinese software industry has been a new increasing point of the national economy; however, compared with developed countries, it is still in lower level in terms of weak creative ability, small scale, low level, and poor ability of competition, thus there is long way to run to meet the requirements of the development of information industry and the construction of national informationization. Innovation is the foundation of software development; accordingly, as a kind of intelligence–intensive industry, software industry should take innovation as its theme of future development under the background of constructing a innovative country. Since software industry will develop quickly in the future, it has great practical significance to provide a scientific basis for the development of software industry and promote its innovative ability by making a correct appraisement to the innovative ability of software industry in Jilin Province.Industrial innovation can be considered as a process, in which the enterprise has broken the bondage of the existent industry and makes efforts to change the existent industrial structure or create a brand-new industry by applying technological innovation, administrative innovation, market innovation or combinatorial innovation. Industrial innovation is the systematic integration of technological innovation, administrative innovation and market innovation, and it is the summit of innovation. Furthermore, for intelligence–intensive software industry, technological innovation is the core of its industrial innovative ability. Therefore, the index to evaluate the innovative ability of software industry and the construction of evaluation system are mainly referred to the technological innovation.This thesis makes a comprehensive review on the theory of technological innovation, industrial innovation, software connotation and software industry connotation. It builds up a index system to evaluate the innovative ability of software industry and proposes a standard method to construct innovative ability of software industry by using the theory of modern Fuzzy mathematics. This method helps to make a correct quantity evaluation when analyzing the innovative ability of software industry. And finally this thesis puts forward some countermeasure for the existent problems in the development of software industry in Jilin Province.The evaluation to the innovative ability of software industry is the foundation of the research on innovation of software industry. And the purpose to establish a index system of industrial innovative ability is to analyze the innovative ability of software industry in Jilin, thus to provide experience for the policy maker and executor. For this reason, the index system must a real reflection on the practical level and development tendency of industrial innovative ability. However, since the restriction to industrial innovative ability is a multi-level and dynamic system and the factors that concern with innovative ability are numerous and complicated structurally, we can reflect the technological innovative ability correctly only by designing the index system from different aspects and levels.As an economic activity, the industrial technology innovative ability should experience the process of'investment, manufacture production'. In the meanwhile, the industrial development will be influenced by national macro-policy. Accordingly, this thesis constructs the evaluation system of industrial technology innovative ability, which includes the current situation of industrial innovation, exterior environment (policy, the technological level of this field, the level of economic environment), the investing ability of technological innovation (the investment of work force and finance), the ability of technological innovative activities, the ability of technological innovative production. Furthermore, it judges on software industry innovative ability by AHP.This paper makes deep investigation on the current situation of the development of industrial innovative ability in Jilin province with basing on the quantitative evaluation of technology innovative ability of software industry and referring to qualitative analysis. It makes an analysis on the current situation and the existing problems of Jilin's software industry, and goes on to discuss some problems including deficient financial investment and blocked financing channel; small enterprise scale and industry scale; weak competitive ability of products and lower market share; unreasonable personnel structure with being short of high-level designing and administrative talents. There are mainly three reasons for these problems: first, the infrastructure is unsubstantial and the market develops incompletely because of the late rise of this industry; the government support is not enough and the policy environment is incomplete; the construction of software zone is far behind, and the service system is laggard.The fist chapter is mainly concerned with some related concepts with firstly analyzing and summarizing the theories of technological innovation, technology innovative ability and the evaluation system of technological innovation by referring to domestic and foreign research achievements. In the next, the theories of industrial innovation and industrial integrative innovation are summarized from the industrial angle; and at the end of this chapter, the concept and features of software industry are summarized, which has made a solid theoretical foundation for the evaluation index system of the software industry innovative ability discussed in the following. The second chapter provides series quantitative evaluation methods for the judgment on software industry innovative ability. It establishes a index system to evaluate the innovative ability of software industry and definite target weighting, applies AHP to the evaluation on software industry innovative ability, and makes an evaluation on software industry innovative ability in China, especially in Jilin Province.The third chapter is mainly concerned with the analysis and the solutions to problems. It bases on the evaluation results of software industry innovative ability, thus makes analysis on the current situation and features of Jinlin software industry innovative ability, and next makes a macro analysis on the opportunities and challenges that Jinlin software industry faces by aiming at the current situation of domestic software industry. In the next place, this chapter focuses on the existing problems, some new situations and features, accordingly, gives the reasons for those problems and brings forward some solutions to promote software industry innovative ability in Jilin Province.The main purpose of this thesis is to make an analysis on the current situation and features of software industry innovative ability in Jilin Province, discuss the practical foundation and advantages, thus put forward the main problems and difficulties in the development and reasons for problems, furthermore, propose solutions to promote software industry innovative ability in Jilin Province.
