The Periodical Characteristics And Dynamic Evolution Of Innovation

High technology industry with its fast growing,strong leading role for other industries,in a certain time internal energy output characteristics such as massive profits,has become a focus on various countries and regions and the focus of the competition,the technical innovation activities and achievements has become a new growth point of the current and future economic development in China.All countries in the strengthening of technical innovation investment,but due to the different nations of the world's stage of economic development,has the natural differences between natural funds,personnel,and equipped with different reasons,such as innovation input for output is not the same.Although high technology industry in China in recent years,scores well,but a large amount of data shows its is mainly driven by high investment,high speed development,the efficiency is not a lot of ascension,and in such aspects as key equipment and high-end product obviously lags behind that of developed countries,the innovation of the export products,and few core patented technology products.The lack of innovation resources to make our country at the same time of increased investment in manpower,money,should also pay attention to improve efficiency.And to improve efficiency,we should first establish reasonable and effective evaluation index system of efficiency,adopt the method of reasonable and effective evaluation,in order to find out the present stage I problems that exist in the high technology industry technology innovation activities,and put forward reasonable and effective Suggestions to solve these problems.In this paper,we argues that innovation activities from research and development of science and technology to benefit to realize the process is not achieved overnight,but in stages,in order to carry out.So we from the perspective of value chain,built a scale variable remuneration of three-stage DEA model of technological innovation,to measure China's 30 provinces and cities in 1998-2010 high-technology industry technology innovation efficiency of three phase and empirically analyze the influence factors of affecting the technological innovation efficiency of three phase.Studies show that from 1998 to 2010,China's high technology industry innovation exists the phenomenon of unbalanced regional development,regional innovation efficiency value of the change over time is volatile,roughly as "V" type development trend,innovation more than three stage efficiency is also low fundamental innovation efficiency,low applied innovation efficiency,low profitability efficiency type.In a number of factors that influence efficiency of three stages of innovation,the development of information technology,enterprise independent innovation for innovation was influenced by three stages of significantly;Financial support for basic innovation and applied stage significant negative impact;Government support for basic stage of innovation of science and technology to effect significant,impact on profitability innovation stage is significant;Enterprise scale of negative effect on fundamental innovation stage,the application of innovation and profitability affects the significant innovation stage.
