Along with the advance of economical globalization, knowledgization and the society becoming an information based one, more and more people realize that: Whoever want to stay in an impregnable position in today's world and control one's own fate in the international competition, they must realize the modernization. If they want to do this, they have to realize national and regional modernization at the same time. During the course of modernization realization, the main way to develop economy is.taking attention to science and technology progress and technical innovation. And the power depend on which the economy grows comes from the advance in science and technology and the enhancement of human resource. In the condition of new economy, the production, dissemination and utilization degree of knowledge is the key factor to decide whether an enterprise can grow health or not. Enterprise's survival and development is more and more due to whether it can establish a knowledge team with real abundant knowledge. The human resources become the formidable power to promot economy grows.On the base of introducing the local modernization is the objective existence this paper attempts to say the characters of our regional modernization advancement are: The regional modernization advancement is not synchro, the difference of regional modernization level is obvious, the regional modernization level structure is stable basically, and the relative status of regional modernization level may be changed. While the human resource in industrial distribution is imbalanced and according to the human resource demand rule, the study on human resource demand is positive to promote regional modernization development. After further analyzes on the present situation of Heilongjiang Province modernization, it had pointed out several questions should be paid attention to during Heilongjiang Province modernization strategy and proposed six strategic priorities. The final but one section summaries the human resource structure in Heilongjiang Province and describes the present situation of human resource demand in Heilongjiang Province modernization advancement. And it gives an example using forecast method such as the gradation analysis as well as the nerve network method to analyze human resources demand in some industry. It proposes several measures on how to guarantee the human resource demand of Heilongjiang Province modernization in order to better satisfy the human resource of Heilongjiang Province modernization.
